Welcome to the wild, wild west
It seems to me that there are a few obvious reasons that Burundi and Rwanda should be pretty similar: close proximity, almost identical physical size, terrain and climate, extremely high population density, very rural populations, similar ethnic groups, and a shared history of ethic conflict – just to name a few.
